Welcome to the Water & Sewer Department!
The WPCA's water system has a design capacity of 3.4 MGD with an average daily flow of 800,000 gpd from the WPCA's water treatment plant using surface water sources and approximately 400,000 gpd from wells. In June 2002, the American Water Works Association conferred its Partnership for Safe Water Director's Award on the WPCA's water treatment plant; this award recognizes systems which have excelled in performance improvements.

The Town of Putnam Water Pollution Control Authority is in the process of implementing a new billing system, designed to provide a more secure, efficient, and user-friendly experience for customers. As part of this upgrade, customers will be able to view and pay their water bills online and enroll in auto pay. Your bill layout and the way you pay online will be changing, so be on the lookout for more information coming soon!
Beginning July 1, 2020 payments made to the Putnam Water Pollution Control Authority will be collected at the Town of Putnam's WPCA window. Please make checks payable to the Town of Putnam WPCA.
WPCA bills become due and payable during the months of January, April, July and October. If you do not receive a bill in the mail, contact the Town of Putnam's WPCA Office at (860) 963-6819, and they will supply you with a copy.
