Board of Assessment Appeal Minutes

The meeting opened at 6:00pm.  The following appeals were heard with decisions following:

 

Appeal 2016-1            Dimitrios Tsantinis, owner of 364 School Street, Real Estate & Personal Property. 

6:00pm Dimitrios was sworn in by the chairman of the board.  The board asked if his concern was the assessment or taxes.  Dimitrios stated it was taxes.  The board explained how the mill rate went up not the assessment.  Dimitrios also stated his building is old.  Board suggested he may want to have an outside appraisal done for next year.  The board advised that he would be notified of their decision within 7 days.

Board’s decision was no change.

 

Appeal 2016-2            Craig Gates, owner of 146 Park Rd Appellant chose not to attend.

Board’s decision was no change.

 

Appeal 2016 -3           Neri Holzer, owner of 19 Quinebaug Ave.  Appellant unable to attend.

 Board’s decision was no change.

 

Appeal 2016-4            Nathan Weiss, Providence Pike Parkade LLC owner of 50&62 Providence Pike.

6:19 pm Nathan was sworn in by the chairman of the board.  Nathan explained that he purchased this property in August of 2016.    Nathan states that 57.5% of this is vacant and potential tenants shy away because of the former Kmart being vacant. Board asked Nathan what he felt his estimate was. Nathan stated the appraisal was 3.6 million, but it would have to have an extremely low cap; using 9% cap he come up to 2.7 million. Nathan also stated a loss of 100,000 to replace a large engine when the water pump system failed.

The board advised that he would be notified of their decision within 7 days.

Board’s decision was no change.

 

Appeal 2016-5            Key Bank, 163 Providence St.  Appellant did not show up for hearing.  Board’s decision was no change.

                                   

Appeal 2016-6            Putnam Acquisition (Walmart) 625 School St.

6:50pm Atty. John Mallin representing Putnam Acquisition was sworn in by the chairman of the board.

Atty. Mallin states the client doesn’t disagree with the measurements. He states his client feels that 90.00 a sq ft is too high a value at this time seeing retail is going down not up. Board asked how they arrived at their value.  Atty. Mallin stated his client owns lots of stores and feels it should be 70.00 a sq ft.  Board asked if there are comps available.  Atty. Mallin stated he is not a valuation expert and because he was sworn in can’t present that information as he is not an expert.  He stated his client is an expert. No comps were provided.

The board advised that he would be notified of their decision within 7 days.  Board’s decision was no change.

 

Appeal 2016-7            Jim’s Auto Upholstery at 179 Providence Pike and The Crossings Restaurant at 45 Main St. sworn in by the Chairman of the board.  Jim appealed because he was unaware his declaration was not filed, he has since filed and the Assessor has agreed to accept his figures.  No action necessary by the board.

 

Lee made a motion to adjourn the meeting at 7:00 pm, seconded by Joseph Hopkins.
