From Exit 95 from Route 395:

Take a right onto Kennedy Drive off of the exit and go straight through the light at Route 44. Turn right into Riverfront Commons shopping center at the light at the end of the bridge. The library is straight ahead of you, the parking area is to the left in front of the library.

From Route 44 from the West:

Follow Route 44 down the hill by Day Kimball Hospital and take a left at the light near the waterfall. Turn right into Riverfront Commons shopping center at the light at the end of the bridge. The library is straight ahead of you, the parking area is to the left in front of the library.
